Carl was born January 20, 1938 in Harvey, IL to the late Grace (Curl) and William E. Romine and had lived in South Bend since 1941 coming from Harvey. On October 26, 1957 in South Bend he married his high school sweetheart, Janice A. Tebo who survives. Also surviving are two daughters, Susan K. Johnson (Al) of South Bend and Deborah S. Carl graduated from Washington Clay High School in 1956. He was employed as a welder at the Bendix Corporation for 11 years and retired from Simplicity Pattern in Niles, MI in 1999 where worked as a Millwright.

While growing up, he attended Community Congregational Church where he later became the youth bus driver. He took the youth on many trips including Cook Nuclear Plant and several theme parks. Carl embraced the times spent with family, traveling and summer camping for many years. He was a member of the Independent Order of Odd Fellows for 50 years during which time he served as Noble Grand. He also participated in their bowling league. He had a vast knowledge and love of cars and owned a 1951 Mercury that he rebuilt with his son, Larry. They attended many car shows where they won many awards. Carl and his lifelong friend, Frank Lamson, took a trip to Oregon in 2001 that they talked about to this day. He enjoyed his Tuesday morning breakfast dates with high school friends, monthly breakfasts with retirees from Simplicity Pattern, and Friday night dinners with his family where they enjoyed many laughs.
